John Cibotti has spent his career making high-risk operations safe, compliant, and audit-ready — across government, the military, and regulated industry.
As Enterprise Safety Compliance Manager for the City of Tacoma, he oversees occupational safety and health for a large municipal workforce: SOP and program development, industrial hygiene, respiratory and hearing conservation, DOT drug-and-alcohol administration, hazard communication, training-requirements oversight and contractor oversight, incident-investigation programs, and safety audits and inspections.
Earlier, as District Safety & Health Manager for the Florida Department of Transportation, he led environmental health and remediation — petroleum discharge response, groundwater sampling, tank decommissioning, and air-quality monitoring — and managed a $5M remediation contract as a certified contract manager, earning the department’s Innovator of the Year award for resolving two long-standing contamination sites. With the Florida Department of Health in Miami-Dade County, he ran safety, life-safety, and security programs across 32 facilities.
His emergency-preparedness grounding runs deep: he authored major sections of a county Comprehensive Emergency Management Plan, served as an EOC Safety Officer during activations, and served as a Staff Officer in the Army National Guard — reinforced by a master’s in international disaster management and a foundation in economics. From that experience he developed the K-C Method, his own emergency-preparedness methodology suitable for organizations of any size or sector.
